Brief Chronology of the Charlie Chandra – PIK 2 Land Dispute
The conflict began when the family’s fishpond was seized by thugs in 2013 and then developed as part of the Pantai Indah Kapuk 2 (PIK 2) project, without any lawful transfer of rights from the Charlie Chandra family. The issuance of SHGB 502/Lemo only occurred in July 2023 on land that had already been certified (SHM No. 5/Lemo in the name of Sumita Chandra) since 1982, creating an overlap of rights caused by individuals within BPN.
In 2013 and 2021, the developer repeatedly offered to purchase the land from the Chandra family—an implicit acknowledgment that the land was not the developer’s property.
Instead of pursuing negotiations in good faith, this process was shifted into the criminal justice route. After the family refused to sell, Sumita Chandra and later Charlie Chandra were reported criminally. The allegation of embezzlement of SHM No. 5/Lemo against Charlie was terminated by the police, yet on the very same day he was reported again—this time for alleged forgery of BPN Form No. 13 (a standard BPN template), claimed to be “fake” because it contained the phrase “physically possessed.”
Various prior civil and administrative court decisions have affirmed the validity of the Chandra family’s legal basis of title and have never ordered the cancellation of SHM No. 5/Lemo.
